Township Info: Organization  

The Salisbury Township is a First Class Township and operates under the statutes as prescribed by the Commonwealth of Pennsylvania's First Class Township Code. The Township of Salisbury is organized under a Commissioner-Manager form of government. The Salisbury Township Board of Commissioners are elected by Wards. There are five Commissioners that are elected by the residents within their respective Ward boundaries; however, the Commissioners are responsible for legislative and policy decisions for the township as a whole. A Commissioner’s term is for four (4) years. The five Commissioners are elected in two staggered election cycles. Commissioners for Wards 1, 3 and 5 are elected during the same election year and Commissioners for Wards 2 and 4 are elected during the same election year, having two years staggered between each election cycle. The Board elects a President and a Vice-President to preside over the Board meetings; however, all Board members have equal legislative responsibility and voting power. All votes which may include ordinances, resolutions, motions and policies require a majority of those members present at the meeting to confirm passage, i.e. vote of 3-yes 2-no, or 2-yes and 1-no if only three were present (except for appointment of Township Solicitor and Township Engineer which requires a majority of the members, i.e. 3 or more yes votes). The Board appoints a Township Manager to manage the day-to-day operations of the township.

The Salisbury Township Board of Commissioners meet on the second and fourth Thursday of each month. A Regular Meeting (in which items are voted on) is conducted at 7:30 PM (time subject to change—7:00 PM being considered), followed by a workshop (discussion of items for possible future voting consideration.) Both meetings are open to the public and for public comment. Meeting place is 2900 South Pike Avenue. Call 610-797-4000 to confirm meeting and if you desire to address the Board.
