RECREATION ADVISORY COMMITTEE
MEETING MINUTES
MARCH 21, 2011

A regularly scheduled meeting was held on the above date at the Salisbury Township Municipal Building located at 2900 South Pike Avenue, Allentown, PA 18103. The meeting was brought to order at 7:35 P.M. Committee members in attendance: Frank Adamcik, Walt Aungst, Antonella DiMatteo and Frank McCullough. Staff members in attendance: Genny Baillie, Township Recreation Director and Randy Soriano, Township Manager.  Mark Wilson was not present (excused).

Approval of January 2011 Minutes:
A motion was made by Ms. DiMatteo, seconded by Mr. Aungst, the Recreation Advisory committee voted 4-0 to approve the January 17, 2011 meeting minutes as submitted.

Advisor Reports & Updates:
Mr. Adamcik provided updates about a future flag pole being place at Lindberg Park. He contacted the VFW to set up arrangements on the process of obtaining the flagpole at Lindberg Park. Mr. Soriano stated that he has no objections with the Recreation Committee facilitating this matter, however,   approval is needed from the Township before placing the flag pole because of liability issues. Mr. Soriano stated that he will discuss this matter with Urban Research and Development Corporation to determine an appropriate location for the flagpole in order to avoid any conflicts with the Lindberg Park Master Site Plan, which they are helping the Township prepare. Mr. Soriano noted that the VFW should contact his office before they would proceed on its installation.

Staff Reports & Updates:
Mrs. Baillie noted that she is accepting applications for the Summer Park Program but has not set a date due to the school districts last day of school and senior week.

Mr. Soriano expressed his concerns on the deadlines for ball field assignment and how the assignments are done. Mr. Soriano noted that to be fair and uniform a deadline should be set for receiving their requests.  He advised Mrs. Baillie to also try to collect information from both the Hamilton Park Association and SYA to determine how many children from their respective organizations playing baseball are Township residents. Mrs. Baillie explained that the applications for field permits are reviewed once the organizations registration process is completed and the number of teams and fields needed are determined. Applications are often received well before an organization has held their registration; therefore, their application is based on estimates or projections. Registration and league scheduling is typically completed in March. Township fields can be permitted from April 1st on.

Old Business:
Grant for Master Site Plan: Urban Research Development Corporation was in attendance to make a presentation to the Committee on the process and approval needed for a Grant for the development of a Master Site Plan for Lindberg Park. They reviewed the DCNR standards, the process and time line to complete the grant. The grant due date is April 20, 2011. URDC is in the process of helping the Township with the Grant application.  The next step will be a public meeting by the Board of Commissioners to pass the Resolution for the submission. The Board is expected to meet on April 14, 2011. The site plan will include trails, updated playground equipment, providing ADA access to a majority of existing facilities, reducing maintenance costs by improving water drainage patterns on the site, reducing the amount of mowed lawn, and improving sign placement and visibility.  The Recreation Advisory Committee approved to accept a motion to continue their support with the processing of the grant and Mr. Adamcik was advised to send a letter of support to Mr. Soriano on behalf of the Recreation Advisory Committee.

A motion was made by Mr. Aungst, seconded Frank McCullough, and the Recreation Advisory Committee voted 4-0 to approve the letter and presentation.

New Business:
Green Acres Basketball Court Survey: Mr. Adamcik noted that he had made a chart that would be disturbed to the Police Department. The chart would be done hourly by the Officers keeping track of the amount of people at Green Acres Park. Mr. Soriano stated that he would speak with Chief Stiles about the chart and having Officers commit to doing the survey for the Recreation Advisory Committee.  He also noted that more signs will be placed to enforce the rules and regulations at the park.

Park Tour Dates:  
Eastern side of Salisbury Township park tour is scheduled for April 18, 2011 at 6:00 PM.
Western side of Salisbury Township park tour is scheduled for April 20, 2011 at 6:00PM

Next Meeting:
The next regular meeting will be held on Monday, May 16, 2011 at 7:30PM.
