Four Salisbury Police department officers were given meritorious service awards last Thursday evening [May 22, 2008] at the township building on Pike Ave., at a ceremony marking the 50th anniversary of the formation of the police department.

Police Chief Allen Stiles presented the awards to Sergeant Kevin Soberick and Patrol Officers Jason Laky, Budd Frankenfield and Richard Nothstein.

Stiles said the awards were based on the officers’ actions on August 12, 2007. during the arrest of Joseph Werley who had been released on parole after serving 18 years in prison as a convicted murderer.

“Werley began abusing drugs and threatening family members shortly after his release,” Stiles said. “It was reported that Werley was in possession of a firearm in a residence at 1452 Lehigh Street, Salisbury Township. After consulting with the Lehigh County District Attorney and Pennsylvania state parole agents, our officers obtained a warrant for Werley's arrest.”

Stiles said the officers formed a tactical entry team and, using their special training, conducted a covert entry. They located the suspect and, after a short struggle, took him into custody without injury to the suspect or any of the entry team.

Salisbury Patrol Officer Bryan Losagio was presented a meritorious service award last Thursday evening [5/22/08] for his actions on December 7, 2007, in a shooting incident at South Mall.

In presenting the award, Police Chief Allen Stiles said, Losagio responded to a report of two suspicious individuals parked near the Bank of America branch at South Mall.

“It was reported that the suspects had been following an armored car that was making money pickups from banks and businesses in the Allentown area,” Stiles said. “Losagio found and stopped the suspects’ vehicle in the South Mall parking lot. Detective Brian Klimowicz responded to backup Losagio.

“While officers were questioning the suspects and checking their identification and vehicle information, one of the suspects became agitated, moved to the driver side of the vehicle and placed the vehicle in reverse and backed toward Detective Klimowicz at a high rate of speed,” Stiles continued.

“Officer Losagio believed that Klimowicz was in imminent danger of death from the speeding vehicle. Officer Losagio drew his service weapon and fired one shot through the suspect vehicle's rear window in an attempt to stop the vehicle from striking Klimowicz. The vehicle just missed the detective and struck a parked vehicle causing extensive damage to that vehicle. The suspect vehicle, with one suspect inside, drove out of the mall parking lot at a high rate of speed and left the area. Both suspects were later taken into custody.”

Detective Klimowicz received a department commendation for outstanding investigation in the incident.

West Nile Encephalitis and Mosquito Reduction
West Nile Encephalitis is a viral disease transmitted by mosquitoes. Once a mosquito bites an infected bird the mosquito can then transmit the virus to the next bird, animal or human it bites. Dispose of tin cans, plastic containers, old tires or anything that can hold water where mosquitoes can breed. Always check pools and ornamental ponds and use proper screening on doors and windows. Call the Lehigh County Cooperative Extension West Nile Resource Center at 610 - 391- 9840 for more information.
