Board of Commissioners December 2013 Meetings
For the month of December, the Salisbury Township Board of Commissioners will conduct Township business on Thursday, December 19, 2013 at 7:00 p.m. The regular meeting and workshop will take place at the Salisbury Township Municipal Building, 2900 South Pike Avenue, Allentown, PA 18103 and are open to the public. The December 12th and December 26th Board of Commissioner meetings are canceled.

2014 Proposed Budget Available for Public Inspection
The Board of Commissioners of Salisbury Township, Lehigh County, PA, (the “Township”) is making available for public inspection the Township’s proposed budget for the 2014 calendar year. The proposed budget is available for inspection at the Township Municipal Building, 2900 South Pike Avenue, Allentown, PA 18103, on any regular business day between the hours of 8:30 a.m. and 4:30 p.m. prevailing time. The date set for the adoption of the budget is Thursday, December 19, 2013 at 7:00 PM. The Salisbury Township Municipal Building is accessible to the physically handicapped. Any person that requires special assistance because of any impairment is requested to contact Mr. Randy Soriano, Township Manager, at (610) 797-4000 to arrange for the necessary assistance.

Invitation to Bid
The Township of Salisbury will receive sealed bids for the closed circuit television inspection and pressure testing and grouting of various segments of their sanitary sewer system. The work will include sewer main cleaning, TV inspection of approximately 45,000 LF of sewer main, laterals, and pressure testing 1400 joints and grouting main line joints and laterals as required, data logging and report generation for 8″, 10″, 12″, and 15″ sanitary sewer mains.

MS4 Public Education
Clean water is important to us because it provides us with drinking water, a place for recreation, and supports habitat for wildlife. Salisbury Township has initiated a public education program on storm water management because of its effect on water quality. According to the United States Environmental Protection Agency, polluted storm water runoff is a leading cause of impairment to the nearly 40 percent of U.S. water bodies which do not meet water quality standards.

Salisbury Township Leaf Collection
The Salisbury Township Public Works Department will begin the curbside vacuum leaf collection starting on Monday, October 28, 2013. The collection will begin in the Fifth Ward and will continue eastward through mid to late December, weather permitting. Residents are asked to place their leaves along the edge of the road. To facilitate the vacuum leaf pickup, please keep all vehicles away from the area where leaves are piled. For your convenience, we will be posting leaf crew location and general direction of collection each Friday throughout the leaf season at www.salisburytownshippa.org. The location will also be posted in the Township office.

Fall 2013 Curbside Branch Collection Program
The Fall 2013 Curbside Branch Collection Program is scheduled to take place September 16th – 20th . Residents should place the branches at the curb on Sunday after 6 p.m. Branches may be no longer than 5 feet long and 5 inches in diameter. Branches should be bundled and tied with twine. Open containers (no lids) can be used for small branches. (Posted 9/3/13)


Early Refuse Pickup

Township to Begin Enforcement of No Animals at Parks Ordinance
Township officials would like to remind Township residents and all visitors of Salisbury Township parks that DOGS OR OTHER DOMESTIC ANIMALS are not allowed at Township parks, with the exception of Franko Farm Park and Walking Purchase Park (leashed dogs only are allowed).

Compost and Mulch Available to All Salisbury Residents:
Mulch and Compost is available at no cost to Township residents at Franko Drop Off Center and Devonshire Drop Off Center. Mulch and compost are provided to residents who visit the sites on a first-come, first-served basis. Residents must bring and fill their own buckets for the materials desired to supplement their gardening or landscaping projects. Quantities are limited. (posted 6/14/13)


Invitation to Bid
The Township of Salisbury will receive sealed bids for the application of a double bituminous seal coat on approximately 27,700 linear feet of Township Roads (approximately 67,000 square yards). In addition, the work will include approximately 220 tons of scratch/leveling and replacement of the existing pavement markings.

Motorists Warned To Steer Clear of High Water in Wake of Flooding
With heavy rains projected for the region this weekend, the Pennsylvania Department of Transportation (PennDOT) warns motorists to take precautions for driving during inclement weather, and not to attempt driving through high water. This weekend’s rainfall may cause water to back up on area roadways.

2013 Summer Playground Program
The 2012 Summer Playground Program begins on Monday, June 17, 2013 and ends on Friday, July 26, 2013. Township children who have completed Kindergarten through age 12 are eligible to participate. Program hours are Monday through Friday, 9 AM to 12 noon and Wednesday evenings 6:30 PM to 8 PM.

Hurricane Season Approaches
Over the past two years, our region has seen numerous major hurricanes and tropical storms. In 2011 Hurricane Irene and Tropical Storm Lee brought fierce winds, and heavy rains. Last year Hurricane Sandy brought battering storm surge to coastal and bay areas, and heavy snows to inland areas. All areas of our region saw the various effects that hurricanes and tropical storms can have.

Emergency Preparedness Poster
The Salisbury Township Police Department and the Salisbury Township Emergency Management Department have partnered with Lehigh Valley Health Network to produce a multi-purpose emergency preparedness poster. The poster, which provides important information concerning weather emergencies; natural disasters; fires, hazardous materials releases; chemical, biological and nuclear attacks; may also be used to indicate a resident’s need for assistance during an event.

County Green Future Grant Funds To Fund Lindberg Park Connection Trail In Jeopardy
Township residents are asked to make their presence known at the Lehigh County Commissioners meeting on Wednesday, December 19, 2012. The meeting begins at 7:30 PM in the Lehigh County Government Center at 17 South 7th Street in Allentown. The meeting will determine the fate of a $160,000 Lehigh County Green Futures grant requested by the Township to fund Phase I of the Lindberg Park Master Site Plan and Neighborhood Connection Trail project. Other communities such as Upper Saucon, Emmaus and Lower Macungie have also applied for recreation projects. These are also in jeopardy.

Effective January 2013, the Covered Device Recycling Act (House Bill 708), Act 108 of 2010 will go into effect. Our hauler, Waste Management, will institute new rules governing our contract. Therefore, you will no longer be able to dispose electronic devices at curbside with your garbage.

The Township is seeking information from residents who have sustained structural damages due to Hurricane Sandy. This information will be helpful in the event FEMA or PEMA conducts damage assessments to determine whether the Township qualifies for disaster assistance. PROPOSED SALISBURY TOWNSHIP COMPREHENSIVE PLAN
SALISBURY TOWNSHIP, LEHIGH COUNTY, PA

Notice is hereby given that the Board of Commissioners of Salisbury Township, pursuant to the requirements of the PA Municipalities Planning Code, 53 P.S. Sec. 1010 et. seq. (Act 247), as amended, will hold a Public Hearing on July 26, 2012 at 7:45 p.m. in the Township Municipal Building Hearing Room, 2900 S. Pike Avenue, Allentown, PA 18103, for the purpose of receiving comments on the proposed Salisbury Township Comprehensive Plan.

The proposed Comprehensive Plan will guide the future development of the Township based on background studies of the natural features conservation, population, existing land use and housing; determining goals and objectives, regional relationships, governmental relationships; future land use, transportation and circulation plan, environmental resources, municipal utilities analysis and recreation and the means by which they will be implemented. The Plan sets overall policies for preservation and development over the next 10 to 15 years.

Anyone wishing to review the Plan prior to the Hearing may do so at the Township Municipal Building between the hours of 8:30 a.m. and 4:30 p.m. or by visiting the Township website at www.salisburytownshippa.org (Click to Download the Comprehensive Plan). Copies of all or portions of the Plan will be made available at cost. Salisbury Township is running a bus trip to Radio City Music Hall’s Christmas Spectacular in New York City on Saturday, December 8, 2012. The Rockettes are Celebrating 85 years! The ticket includes orchestra seating and transportation to and from New York. Lunch and shopping on your own. PATRICIA DRIVE PUMPING STATION ELIMINATION PROJECT
PATRICIA DRIVE & LINCOLN AVENUE ROAD CLOSURE NOTICE

The Township Contractor, RGC Development, Inc., is moving ahead with the last phase of the elimination of the Pumping Station at the intersection of Lincoln and Patricia Drive. Starting February 2, 2012, RGC plans to close Lincoln Avenue to through traffic. The road closure is setup for a daytime closure only. Attached is the traffic control plan and signage they plan on using. RGC was instructed to notify all emergency systems as well as school bus lines in South Whitehall Township and Salisbury Township prior to closing the road.
